If when you go to Japan you plan on getting unreasonably drunk (I myself did not meet anyone in Japan who did this. . .T. . .) and not paying for the alcohol you order, I'd suggest doing it in Kobe. This woman had an ok time of it.

"Reasonable doubt remains over whether she ordered the champagne with an intention to deceive, as she was in a state of inebriation," Judge Makoto Okada said in handing down the ruling Tuesday.
The woman initially ordered a bottle of champagne at the bar in March, and reordered 10 additional bottles. The bar requested her to pay 200,000 yen in total, but she did not have enough money, according to the ruling.
Hidetsugu Yamane, deputy chief prosecutor at the Kobe District Public Prosecutors Office, said, "We indicted her as we believed we could build a fraud case over the additional 10 bottles she ordered," suggesting the prosecutors will examine the ruling in order to decide if they can appeal it.
